In the case of any form of nuclear war, Vault-Tec were hired in the mid-21st century to construct an intricate Vault beneath the UN headquarters with a great enough capacity to keep political leaders and dignitaries safe. This was exactly what happened when the bombs started falling in 2077 -- however, a carbon monoxide leak in faulty ventilation systems killed everyone bar one cryogenically preserved supersoldier in its maintenance depths within 36 hours of the door sealing.

THE UN HEADQUARTERS
A large complex on the eastern banks of Midtown Manhattan, the UN Headquarters, whilst far from safe, are considerably less violent than the more centralised areas of the district. Once the centre of peace and nonviolent resolution in the pre-war world, the towering base of the United Nations stands on the Manhattan waterfront, long since forgotten.
