MUTANT EMPIRE :: PLOT
I. PROLOGUE :: NUCLEAR WINTER
The Capital Wasteland and the Mojave Wasteland have had their time to stir. The ramifications of the Enclave's move on Capitol Hill and of both the New California Republic and Caesar's Legion being forced back from Hoover Dam by an independent beneficiary in the wake of Mr. House's death have echoed through the past five years more than ever. In the northeast, the Commonwealth grows bold in the wake of chaos, looking south and west to expand its dominion.
Three years have passed since the Courier held the dam, seven since the Wanderer took the purifier. In full force, the Brotherhood have long since returned west from Washington D.C., their work all but done there. They walk now the stretches of the Damned 66 in the hopes that they may fight against the tyranny of the bear and the bull, and bring the ideology of the eastern brothers to the west. The state of New York is more quiet than ever.
But the Empire Wasteland grows restless.
The S.H.I.E.L.D. branch left in the wake of the Brotherhood's departure still stand guard over Empire City, as they have done for three decades now. The Commonwealth borders sit just upriver, its prying, invasive fingers occasionally sending scouts and traders down to investigate and to barter. For Empire City is a settlement like none other; though Manhattan has been a warzone for as long as any can remember, beings of strange and curious power have walked its ruined roads for days and returned unscathed.
Something rumbles underground. Emissaries of the Legion calling themselves the Brotherhood of Mutants arrive from the west. Smoke rises from an unnatural wreck in the horizon of the Dead Valley, sitting still on the cold waters of the Gold River. All can feel the city's tremors growing stronger with every day that passes, from the Defenders of Hell's Kitchen to the S.H.I.E.L.D. contingents sent to patrol the streets from the Triskelion in the south.
But that's not all; sources say they hear an old underground Vault opening in the dead of night on Staten Island, and boatsmen ferrying their charges claim that there are still lights on in the old Ellis Island Museum. Even more curious are the groups of ghouls and Super Mutants that have made themselves allies, now walking freely through even the quietest reaches of Empire City. Is there something that unites all these phenomena in myth or legend, whispered in the shadows of the city that never sleeps? Or is it just rumour, hearsay, and coincidence, as S.H.I.E.L.D. say, telling us to be ready for the ferals and the Commonwealth invaders that never come?
