OVERVIEW I. INTRODUCTION Hey there! Welcome to Mutant Empire, a Marvel/Fallout crossover RP. This site has been established since April 2015, and is set in New York City. We recommend that you have some experience or awareness of both the Marvel and Fallout universes -- but don't worry! Even if you've never heard of either, unlikely as it is, this thread can serve as a crash-course for you. II. CONTINUITY Mutant Empire is strictly AU. We don't occupy any known Marvel universe, but we do encourage you to adapt your own tale for your chosen canon -- or OC -- from some Marvel lore; for instance, Captain America was created in order to fight in the Great War of 2077 rather than World War II.
As for our Fallout continuity -- we acknowledge the events of both Fallout 3 and Fallout New Vegas, and our outcomes are:
Fallout 3: The Vault 101 Overseer was killed and the Vault was opened. President Eden was destroyed. The Lone Wanderer activated the water purifier. The Megaton Bomb was disarmed. Adams AFB was destroyed (Broken Steel). Ashur was killed and Wernher now rules The Pitt (The Pitt). Calvert was killed and Desmond survived (Point Lookout).
Fallout New Vegas: Legate Lanius and Caesar were killed. President Kimball and General Oliver were killed. Mr. House was killed. Hoover Dam was liberated for an Independent Vegas under the Courier. The Omertas, the White Glove Society, and the Chairmen were united. The Great Khans sided with the Courier. The Boomers sided with the Courier. The Brotherhood of Steel remain. The King is alive. Archimedes II was activated. Father Elijah was killed (Dead Money). Joshua Graham is alive (Honest Hearts). The Think Tank was killed (Old World Blues). Ulysses sided with the Courier and survived (Lonesome Road). ED-E was sacrificed (Lonesome Road). Courier launched missiles at the NCR and the Legion (Lonesome Road). III. NEW TO FALLOUT? Not to worry: Fallout is essentially just a standard post-apocalyptic setting in the wake of a nuclear war 200 years ago. We operate in an area not covered by the games so you don't really need any knowledge other than what I'm about to list below:
- The currency of Fallout is not dollars, but Nuka-Cola caps, or caps for short.
- Most drugs in Fallout are referred to as chems, and have some form of benefit in battle.
- There are four-five main powers across the US: the New California Republic in the west, Caesar's Legion in the west, the Commonwealth in the northeast, and the Brotherhood of Steel and the Enclave, scattered across the country.
Anything else you might want to know can be found here on the Fallout Wiki. IV. NEW TO MARVEL? Marvel Comics is one of the two largest creators and distributors of comics in the entire world, and has been for almost a hundred years. You might recognise them from certain iconic heroes, villains and teams, especially in movies of the past decade or so, including Spider-Man, The Avengers, Iron Man, Guardians of the Galaxy, and the X-Men just to name a few.
If this still isn't ringing any bells: all you need to know is that you're free to create post-apocalyptic superheroes in the state of New York.

GEOGRAPHY I. INTRODUCTION Our world draws primarily from Fallout, whereas our cast of characters draws primarily from Marvel. Mutant Empire is primarily set in and around the state of New York, now referred to as the Empire Wasteland. There are three main parts of Empire Wasteland, Empire City, the ruins of NYC, Dead Valley, the remainder of the Hudson Valley and the outlying area, and the Gold River, the old Hudson River. II. EMPIRE CITY The ruins of New York City are dangerous indeed. From raiders to gangs, feral ghouls to super mutants, and SHIELD contingents to vigilantes, it's patrolled and populated by all manner of violent individuals. Whilst Staten Island is regarded as the safest of the five boroughs, Manhattan is the most dangerous, with Midtown Manhattan a perpetual war zone.
Thanks to RobCo developed nuclear countermeasures -- predecessors to the models Mr. House used in preserving Las Vegas when the first warheads fell -- Empire City did not suffer direct nuclear strikes itself, though two hundred years of lifelessness save for irrelevant skirmishes have taken their own toll on the city. The same cannot, unfortunately, be said for the remainder of the Hudson Valley. III. DEAD VALLEY The Hudson Valley, upper through lower, took the brunt of the missiles meant for New York City. The warheads flattened most of the valley nearer to New York proper, leaving outlying razed deadlands true to the Empire Wasteland's name. Newark is one of the most notable examples, completely leveled and obliterated in its entirety, now only recently replaced by The Wards, a series of SHIELD-monitored refugee camps for the east coast.
The Valley itself, though perhaps not as populated as the city, is just as dangerous. With mutated, irradiated fauna, and pockets of nuclear fallout still just as potent today, the odd raider gang begin to seem somewhat less consequential. IV. THE GOLD RIVER The Hudson River has been renamed due to its status as the largest and most infamous trade route heading north. Merchants travelling by boat into the Commonwealth must brave the three-to-five day trip upstream to peddle their wares, with the river becoming more dangerous the further north one gets, host to raider ambush spots, corrupt border control, and the monsters that dwell beneath, Mirelurks and amphibian Centaurs, just to name a few. V. ELSEWHERE We also provide forums for you to RP in the Capital Wasteland surrounding Washington D.C.'s ruins, the Mojave Wasteland surrounding New Vegas, and borderlands for both the Pitt in Pennsylvania and the northeastern Commonwealth proper, though less is known about the latter two than the former two, so we advise caution. CHARACTERS & MISC INFO I. MAJOR CANON CHARACTERS The characters in this thread are a series of plot-relevant Marvel characters, and designated as "major" canons. This means they will have a pre-established backstory and skillset, though they will be far more plot-relevant, often heading or co-heading factions. Please don't hesitate to offer yourself up to play one, as they are not entirely fixed in their backstory and skillset, and we do allow room for change if it seems viable -- and remember that they'll be considerably more powerful off the bat than other characters.
Please note these are the only fixed characters for their respective factions, meaning that, if they're not on the list there, they don't have to be in that group -- for instance, Wolverine doesn't have to necessarily be in the X-Men. II. NON-MAJOR CANON CHARACTERS All other canonical Marvel characters not listed in that thread above are available to play! For a list of taken and reserved canonical Marvel characters, check here. We do recommend, however, that you adapt this character more efficaciously to the post-apocalyptic setting. This also, however, gives you more flexibility with their morals, personality, and current situation/faction allegiance.
For example:
You might wish to play Wolverine, and, classically, Wolverine is an immortal mutant with a healing factor whose history dates back to the 19th century, and a mutant who lived through many world wars.
We would instead advise that Wolverine is, perhaps, a veteran of the 2077 Great War with China, and that his impressive healing factor allowed him to survive without turning into a ghoul; however, the ghoul population that arose in the years following began to reject him for his smooth-skinned appearance.
See? Easy, and fits much more nicely. We won't hesitate to tell you if we think your adaptation of the character doesn't fit site lore and backdrop properly, but we'll always be around to discuss it. III. ORIGINAL CHARACTERS We accept original characters! Whether mutants, androids, ghouls, super mutants, or just plain old wastelanders, feel free to post up your original character, and set them loose in the Empire Wasteland along with everyone else. IV. POWER LEVELS / SKILLS When your app's approved, staff will edit an appropriate power level into your app and your miniprofile -- please don't change this yourself. On a scale of 1 to 10, this dedicates just how powerful you are, whether you've got mutant powers or not -- even badass normal characters can reach the upper end of the spectrum in time. Major canons will usually all start upwards of 5-6, non-major canons can expect to start above 2-3, however, all original characters will start at a power level of 1.
Raising your power level is easy -- after completing quests and plot events, your power level might be raised due to experience, and if you think you're deserving of a boost, just PM a staff member, either JARVIS or Ultron with a 100-word reasoning along with thread links about why you think your character deserves a boost!
As for Skills -- you can find the master list here. All characters with mutant powers begin with 2 skills, whereas those without can start with up to 5 of their choice. Again, after redeeming quest or plot rewards, characters may find themselves randomly rewarded with the opportunity to add an additional skill to their app. V. FACTIONS Currently, there are eight factions, the masterlist for which can be found here. Feel free to join these as you'd like -- the only fixed canons for each are named in the canon list. Their alignments are all in there, too, and we have one for each of the nine classic alignments, with the exception of Lawful Good. That's rather difficult to find in the Empire Wasteland (though we might add it later).
Faction members get the benefit of having a safe base-of-operations forum -- or two, in SHIELD's case -- and can additionally apply for quests specific to their factions. They may also be privy to special weaponry or training dependent upon who they're allied with. VI. QUESTS Mutant Empire features a very straight-forward quest system -- every now and then, staff will update this board with quests. These are to be executed as IC threads with specific parameters; usually objectives that must be completed, tailored to factions or certain group sizes. Each quest can only be taken a certain amount of times before it will become unavailable, and new quests will be added in the "New Objectives" forum.
For completing quests, characters will earn staff-created unique weaponry, armour, or accessories, increased power-levels, and additional skill increases. VII. WEAPONS / EQUIPMENT Your weapons and equipment should be rustic. The majority of weaponry is repurposed or salvaged old tech, and won't be all shiny and new. Ballistic, explosive, and melee weapons are the most common, with laser weapons being considerably less so, and heavier laser and plasma weapons being definitively rare. For a master list of weapons you might recognise from the Fallout series, check here and here.
Please refrain from using game-specific unique weapons (you may, of course, make your own weapons 'unique' by naming/restyling them) as these may well be given as unique quest rewards to other players in the future. MADE BY ★MEULK OF GS

The year is 2284, and America is stirring. In the wake of the crises of the past twenty years, the Empire Wasteland is restless. Smoke rises on the horizon in Dead Valley from a crash site; an old Vault on Staten Island opens and shuts again in the dead of night; and travellers rowing around Ellis Island say that its walls are haunted, that the lights flicker when they pass. Whilst the SHIELD and the vigilantes that call themselves The Defenders still fight to keep Manhattan from being torn apart, it seems futile, for the city seems to be falling apart around them.
Tales of legendary human mutants and individuals of power are not uncommon in the Empire Wasteland, but something ominous lurches underground. The city is trembling once again. Will you discover its origins? Will you defend the innocent? Will you fight only to survive? Or will you see the city and the Dead Valley usher in a Mutant Empire?
